Internal Guiding Rules of the Quality Assurance Unit:
It is created within the Kacedi Merbeh Ouargla University, a support cell for quality evaluation, designated by «Quality Assurance Cell». The Quality Assurance Unit is consultative. This Unit is responsible for overseeing the implementation of the continuous quality improvement approach at the University of Kacedi Merbeh Ouargla under the responsibility of the Rector of the institution.
Article 1:
The members of the Cell are proposed by the heads of the components and structures to which they report and appointed by the Rector of the University for a renewable term of 3 years. In the event of resignation or departure, a new member shall be appointed in the same manner as the member leaving the Cell and shall serve until the date of the renewal of the body.
The Quality Assurance Unit is constituted as follows:
Representatives of educational structures: faculties and departments
Representatives of administrative structures.
Student representatives
Article 2:
The Rector of the University designates the Quality Assurance Officer (Raq) who chairs the meetings of the Cell. In the event of the Raq’s absence, at a meeting, the members present shall elect from among themselves a meeting chair.
Article 3:
According to the agenda of the meeting, any relevant and competent person may be invited by the Session Raq in an advisory capacity.

Article 4:
There are at least 3 meetings per year. They are convened by the Raq on the basis of an agenda, one month in advance by email or by post with a reminder fifteen days before the meeting by email. It may meet as many times as necessary, in extraordinary session, at the request of the Raq or two-thirds of its members.
Article 5:
The secretariat of these meetings is provided by the quality unit (agendas, invitations, minutes), the minutes sanctioning the meeting are sent by the Raq to the Rector and all members of the unit.
Article 6:
At least two-thirds (2/3) of the members must be present to reach quorum. In the absence of a quorum, a new meeting shall be convened within 07 days under the same conditions and shall be held with the members present.
Article 8:
Members promote the implementation of quality assurance, disseminate information and report to the Cell.
Article 10:
The Raq leads the activities of the cell and ensures coordination between the cell, the managers and the structures of the institution, so that it carries out its mission in the best conditions.
Article 11:
The Qar participates in the writing of internal evaluation reports. It ensures the validation, dissemination and archiving of these reports with the help of the institutions' structures and bodies concerned.
Article 12:
The Raq ensures the proper functioning of the cell, and ensures the availability of the necessary means to accomplish its mission.
Article 13:
The Raq shall make available to the external evaluators all information and facilities relevant to the performance of their tasks.
Article 14:
The Quality Assurance Officer is responsible for the quality interface between the academic institution in question and the quality assurance commission of the responsible ministry.
Article 16:
The unit oversees the quality of internal evaluation procedures in the fields of governance, training, research and student life, and supports the development of good practices in these fields. To this end, it prepares the procedures and draws up the necessary documents.
Article 17:
The unit ensures the preparation, implementation and monitoring of self-assessment operations at the university level.
Article 18:
The unit contributes to the success of the capitalization, the sustainability of the experiences of the institution in the practice of quality assurance, and contributes to any local, regional or national action in the field of quality assurance.
Article 19:
The unit coordinates the writing of the self-assessment reports.
Article 20:
The airframe leads the continuing training operations of its members in the field of quality assurance.
Article 21:
The quality assurance unit is responsible for organising the dissemination of its work to the Directorate, the authorities and the staff by means of dissemination on the establishment’s site.
Article 22:
The objectives of quality assurance

- • Analyse documents.
- • Prepare a questionnaire (Guide).
- • Open a self-assessment (follow the plan).
- • Proficient in investigation (timing, behavior).
- • Synthesize (oral and written).
- • Perform a self-critical review of the institution’s services;
- • Initiate a quality improvement process by establishing an innovation dynamic (development strategy);
- • Ensure that the institution controls the procedures for measuring, guaranteeing and improving quality.
From the self-assessment report: writing an action plan or project of establishment:
