The forum focused on evaluating the performance of public policies by focusing on how to evaluate the effectiveness of policies implemented at the local level, especially in light of recent legislative changes such as local governance, the role of local councils and civil society in decision-making, implementing development projects, training and qualification, and the importance of building the capacities of local cadres to enhance their performance, as well as the impact of social and cultural factors on the management of local affairs, especially in border areas. In addition to exchanging experiences and knowledge between researchers, decision-makers and representatives of civil society. Analyzing the challenges facing local governance in Algeria and proposing solutions to improve the performance of local administration and enhance community participation. In a speech by the university director, Professor Mohamed Taher Halilat, he stressed that the University of Ouargla was and still is ready to accompany various plans and projects aimed at promoting local development, especially training offers and research frameworks prepared in partnership and cooperation with institutions and bodies active in this endeavor, similar to the cooperation agreement concluded between the University of Ouargla and the High Authority for Transparency, Prevention and Combating Corruption, which culminated in the adoption of a specialized training offer in the field of governance and combating corruption.
