إجتماع تنسيقي بين إدارة الجامعة وفرع المجلس الوطني لأساتذة التعليم العالي
في إطار سياسة المؤسسة جامعة قاصدي مرباح ورقلة بفتح باب الحوار والتشاور مع شركائها الإجتماعيين لحلحلت ومناقشة عدة نقاط وهذا يوم 23 فيفري 2021 بقاعة الإجتماعات لمديرية الجامعة وهذا بحضور السيد مدير الجامعة ونائب المدير المكلف بالبيداغوجية والسيد الأمين العام للجامعة والسادة أعضاء الفرع النقابي CNES.
حيث تناول جدول أعمال عدة جوانب نذكر منها:
الجانب البيداغوجي تناول كل ماله علاقة بالأستاذ من توفير مكاتب خاصة لهم وتزويد القاعات البيداغوجية بالأنترنت وتسهيلات عمليات تحويلات وتنقلهم بين الجامعات وتدعيم تجهيزات مخابر البحث العلمي وكذا رسكلة الأساتذة الذين لديهم مسؤوليات إدارية لتطوير عملية التسيير.
الجانب المالي تناول الراتب الشهري وتأخره، تسوية مخلفات والترقيات والدرجات وتعويض السعات الإضافية. أما الجانب الإجتماعي حيث ركز على السكن والسكنات الوظيفية والخدمات الإجتماعية الخاصة بالأساتذة.

إجتماع إدارة الجامعة مع الفرع النقابي للإتحاد العام للعمال الجزائريين
في إطار الإجتماعات الدورية لإدارة الجامعة مع شركائها الإجتماعيين تم عقد اجتماع الفرع النقابي للاتحاد العام للعمال الجزائريين مع مدير الجامعة الأستاذ محمد الطاهر حليلات بقاعة الاجتماعات برئاسة الجامعة يوم 22 فيفري 2021 وبحضور الامين العام للجامعة السيد مسعود سقاي وأعضاء الفرع النقابي على رأسهم المنسق نبيل خمقاني ، وخصص هذا الاجتماع لدراسة ومناقشة عدة نقاط وجوانب أهمها:
- ملف السكن - ملف الراتب الشهري – ملف الضمان الإجتماعي – مقر مكتب التنسيق- تنفيذ برنامج لجنة الخدمات الإجتماعية – مكتب بريد الجزائر بالقطب الجامعي 02 وغيرها من متفرقات متعلقة بعمال القطاع.

تنصيب لجنة آداب وأخلاقيات المهنة الجامعية
تنفيذا للقرار رقم 991 المؤرخ في ديسمبر 2020 المتضمن إنشاء لجان الآداب والأخلاقيات في مؤسسات التعليم العالي والبحث العلمي وكذا القرار 2020/1082 الذي يحدد القواعد المتعلقة بالسرقة العلمية ومكافحتها، وبعد إنتهاء عهدة مجلس آداب وأخلاقيات المهنة الجامعية تم يوم 22 فيفري 2021 بقاعة الإجتماعات في مديرية الجامعة تنصيب لجنة الأداب وأخلاقيات المهنة الجامعية لجامعة قاصدي مرباح ورقلة من طرف السيد مدير الجامعة الأستاذ محمد الطاهر حليلات وبحضور أعضاء اللجنة 12 الممثلين عن كليات ومعاهد الجامعة.
وأكد مدير الجامعة على ضرورة تفعيل ميثاق الآداب والأخلاقيات الجامعية والسهر على تطبيق القوانين التي تضمن النزاهة العلمية للأبحاث والأعمال العلمية ومن جهته أكد الأستاذ عبد الله بوجرادة الرئيس المنتخب لهذه اللجنة الجديدة على ثقل المسؤولية الموكلة إليه وأنه سيعمل بالتنسيق مع الأساتذة والدكاترة والخبراء أعضاء اللجنة على احترام القوانين والتنظيمات المعمول بها في ذات الإطار مفيدا أنه سيضع كل خبرته تحت تصرف اللجنة مستعينا بخبرة زملائه في ذات اللجنة.
وفي تدخلات أعضاء اللجنة فقد تمحور في ترسيخ وحث الأساتذة والطلبة على الأمانة العلمية من خلال التوعية بقواعد وأخلاقيات البحث العلمي وقواعد الإقتباس والتهميش والسرقات العلمية والعواقب المترتبة عليها.
وفي ختام الجلسة أثنى مدير الجامعة على مجهودات أعضاء المجلس السابق و تمنى التوفيق والعمل الجدي المتفاني لأعضاء اللجنة الجدد من خلال التنسيق والتعاون بينهم.

A scientific symposium on Syndical affiliation between a social partnership and job commitment
With the initiative of the Syndical Branch of Professors of Higher Education and Scientific Research of the University of Kasdi Marbah Ouargla, under the umbrella of the Independent National Syndicate for Public Administration Employees, a scientific symposium is organized on Syndical affiliation between a social partnership and career commitment on February 18, 2021, in the conference hall of the university pole 02 and this is in the presence and participation of all actors, activists and trade unionists And representatives of civil society, representatives of the revolutionary family, notables and sheikhs of the state, professors and students.
The meeting began with verses of evidence from the Holy Quran and to listening to the national anthem, after which words of welcome to the gentlemen (the state secretary of the independent national union for public administration employees, the word of the president of the state federation for a higher education sector and a member of the national office, a word by the union coordinator of the Directorate of University Services in Ouargla and the word of the general secretary of the trade union branch for workers of the University of Ouargla and a word Secretary-General of the Syndical Branch of University Professors).
The symposium featured a set of interventions by professors and doctors from Kasdi Marbah Ouargla University and from outside, in order to enrich and enlighten the topic of the meeting and to achieve several goals, namely:

• Clarification of union rights and duties.

• Defining the role of union action in the Algerian legislation.
• Highlighting the patriotism of the Algerian union.

ندوة علمية حول: الإنتماء النقابي بين الشراكة الإجتماعية والإلتزام الوظيفي
بمبادرة من الفرع النقابي لأساتذة التعليم العالي والبحث العلمي لجامعة قاصدي مرباح ورقلة المنطوي تحت مظلة النقابة الوطنية المستقلة لمستخدمي الإدارة العمومية تنظم ندوة علمية حول: الإنتماء النقابي بين الشراكة الإجتماعية والإلتزام الوظيفي يوم 18 فيفري 2021 بقاعة المؤتمرات بالقطب الجامعي 02 وهذا بحضور ومشاركة كافة الفاعلين والناشطين والنقابيين وممثلي المجتمع المدني وممثلي الاسرة الثورية وأعيان ومشايخ الولاية وأساتذة وطلبة.
إستهل اللقاء بآيات بينات من الذكر الحكيم وإلى الإستماع للنشيد الوطني وبعدها كلمات ترحيبية للسادة(الأمين الولائي للنقابة الوطنية المستقلة لمستخدمي الإدارة العمومي وكلمة رئيس الإتحادية الولائية لقطاع لتعليم العالي وعضو المكتب الوطني وكلمة للمنسق النقابي لمديرية الخدمات الجامعية بورقلة وكلمة الأمين العام للفرع النقابي لعمال جامعة ورقلة وكلمة الأمين العام للفرع النقابي لأساتذة الجامعة).
عرفت الندوة إلقاء مجموعة من المداخلات لأساتذة ودكاترة من جامعة قاصدي مرباح ورقلة ومن خارجها لأجل إثراء وتنوير موضوع اللقاء ولتحقيق عدة أهداف وهي:
• إجتماع الأطياف النقابية تحت راية S.N.A.P.A.P .
• توضيح الحقوق والواجبات النقابية.
• دراسة القانون النقابي 90/14.
• تحديد دور العمل النقابي في التشريع الجزائري.
• إبراز وطنية النقابة الجزائرية.

The local cell meeting to follow up on the conclusion of the 2019-2020 academic year and the opening of the 2020-2021 academic year
Within the framework of the periodic meetings, and in the interest of the health of the university family, following up on university admission 2020-2021 and ensuring the implementation of the health protocol, the local cell met to follow up the conclusion of the academic year 2019-2020 and the opening of the university year 2020-2021 on Sunday, corresponding to February 14, 2021, at the headquarters of the university directorate headed by Mr. The university's president is Professor Mohamed Taher Helilat, and this local cell included:
- Vice-Chancellors of the University,
- Secretary-General of the University,
- Dean of the Faculty of Medicine,
- A college dean representing each university pole,
- In charge of the Preventive Medicine Unit,
- Director of University Services,
- A representative of the Permanent Professors' Union,
- a representative of the trade union,
- Representative of Media and Communication,
- Student representative (two organizations).
- Secretary-General of the University,
- Dean of the Faculty of Medicine,
- A college dean representing each university pole,
- In charge of the Preventive Medicine Unit,
- Director of University Services,
- A representative of the Permanent Professors' Union,
- a representative of the trade union,

As the members of the cell discussed at the beginning of their session the outcome of the permanent and continuous activity of the serious application of the health protocol in the field, standing by every newcomer, and this is in order to avoid all the deficiencies recorded, if any, and to improve the field situation whenever required, in line with the university entrance program, and this is in the pedagogical poles as well as university residencies, where The attendees recorded great satisfaction through the good progress of university entrance and the strict implementation of the health protocol, and all this through everyone's efforts served the university family and reduce the spread of the Coronavirus,
The committee also touched, through its members, to study the decision to postpone the doctoral competition, which the ministry considered to be well arranged through a special health protocol to prevent the spread of the Coronavirus, and this is due to the huge numbers of candidates at the university level, which required local cells to continue applying the health protocol to study the university’s readiness. To receive the huge number of candidates and prepare a calendar for that and send it in a detailed report to the central cell at the level of the guardian ministry.
