Council of Ministers statement
Today, Mr. Abdelmadjid Tebboune, President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, chaired a meeting of the Council of Ministers, which dealt with presentations related to the supplementary program for the state of Tindouf, the basic laws and compensatory systems for the national education staff, the university hospital researcher, the research professor, and the permanent researcher, the staff. Medical, para-medical, and imam, in addition to following up on the progress of digitization of state property, tax, and customs departments.

After the opening of the Council’s work by the President of the Republic and listening to the agenda, then the Prime Minister’s presentation of the government’s activity during the last two weeks, in addition to the interventions of the Ministers, the President of the Republic gave the following orders, instructions and directives:
Regarding the complementary program for the state of Tindouf:
After the Council of Ministers approved the proposed supplementary program for the benefit of the state of Tindouf, which includes 18 operations, related to 07 sectors (irrigation, health, urban reconstruction and improvement, environment, housing, youth) with a total financial cover estimated at 29.5 billion dinars in addition to the program being implemented, The President of the Republic ordered the immediate launch of an in-depth study, in preparation for the establishment of a free trade zone, which will contribute to diversifying economic activities and creating vitality in the region, especially on the border between Algeria and Mauritania.
Regarding the progress of digitization of state property, tax and customs departments:
Mr. President appreciated the progress recorded in the field of digitization of the financial sector, calling for continuing and intensifying efforts in coordination with the High Governorate for Digitization.
The President of the Republic stressed the need for the digitization process to be comprehensive for all government sectors, and in a unified manner under the supervision of the High Governorate for Digitization.
The President ordered the submission of progress reports to follow up on the progress achieved, while accelerating the completion of all stages, because of their importance in developing government work as a whole.
Regarding the basic laws and compensation systems for the national education staff, the university hospital researcher, the research professor, the permanent researcher, the medical and paramedical staff, and the imam:
The President ordered the review, enrichment, and clarification of the contents of these laws in general, and in a deeper way, to be decided upon, starting next February, taking into account the retroactive effect of salaries and bonuses starting in January 2024.
Mr. President renewed his commitment to these professional groups and his gratitude to them for all the efforts they made during the difficult times that our country went through, and they remain loyal to their determination, so their situations must be improved through special laws.
The President of the Republic stressed that professions such as the sectors of education, health, higher education, and the Imamate are professions that frame society and have lofty dimensions and are not just jobs, and therefore these laws must include a real added value to these professions, especially from a social perspective.
The Council of Ministers will conclude its work by approving decrees that include appointments and termination of duties in senior positions and functions in the state.

ERODITE launch of the European project activities
On Saturday, December 2, 2023, in the Grand Lecture Hall of the University of Kasdi-Merbah Ouargla, the activities of the study days were launched to exchange knowledge and enhance capabilities in the field of geomatics and geodesy, which falls within the program of the European project ERODITE, which is one of the workshops of the Erasmus+ partnership program projects. The meeting featured a number of interventions, as the meeting opened Professor Muhammad Mehdi Qadri, Deputy Director of Kasdi Merbah University in charge of external relations, and there was a speech via remote video lecture technology by Professor Maria Tsakiri, Director of the European Erodite Project, Professor Bilal Zaghaiba in his capacity as a representative of Balqa University of Jordan, Professor Obaidat Muhammad Talib, representative of Jadara University, and Professor Bagli Abdel Latif, representative of the University of Tlemcen, representatives of the Technology Center in Arzeau, Oran, and Mrs. Hammad Nabila, a professor in the Department of Earth and Universe Sciences at Kasdi Merbah University,

In the field of research: Geochemistry - Environment and Medical Geology With the grace of God alone, our professors published our latest research in the prestigious academic journal Journal of Hazardous Materials, which is ranked second in the world according to the Scopus index in the field of environment and in the best 2 to 5 percent in other classifications. Effect_factor: 13.6, classified as A+. The research is the result of the work of an Algerian-Russian international group and team, which dealt with a new field that combines geochemistry - mineralogy - environment and medical geology.

In the pictures and comments, there is a summary and some insights into the research and the methods used. The research results are of great importance in managing the environment. Many thanks to the National Phosphate Company for the assistance. My sincere congratulations to the first author, Dr. Bilal Boumaza, for his efforts that make us proud to publish at this level. This is the third research published with him in prestigious journals and our ninth research on phosphates. I hope that we have the capabilities to achieve more to serve the nation.
