Recognizing the importance of qualified human resources for social advancement and sustainable development, the IsDB has been addressing human resources development in member countries alongside its development financing activities.

The IsDB has been funding the following Scholarship Programmes for citizens from IsDB member countries and Muslim communities worldwide:

IsDB-ISFD for Vocational Education & Training (VET)
Bachelor studies for the IsDB 21 Least Developed Member Countries (LDMCs)
The Bank has also launched a joint programme with The World Academy of Science (TWAS) in Trieste, Italy to support capacity building aimed at building critical mass in the fields of Science, Technology and Innovation (STI) to address sustainable development challenges of member countries (www.twas.org).

These Scholarship programmes are important part of the developmental initiatives led by IsDB to foster technology and knowledge sharing among its member countries and Muslim communities in non-member countries. They are designed to attract talented male and female students and build the right competencies required to empower communities and achieving national and global development plans including the Sustainable Development Goals (SDGs).

To combine academic rigours with cost saving, the IsDB has pursued a partnership programme with selected reputable universities worldwide, under which the hosting universities will play an important role to provide the students with the necessary services, mentoring, guidance and counselling to ensure their academic success. Through these strategic partnerships, the IsDB also wishes its graduates to be ready to dedicate themselves to their communities and countries.  The IsDB also expects them to play a leading role in assisting the development of their communities. In other word, the IsDB expects them to be Good Citizens and Competent Professionals at the same time.

Currently, the partnership programme is successfully implemented with the Universities of Cambridge, Oxford, Queen Mary University of London in the United Kingdom, Copenhagen University in Denmark, and McGill University in Canada.  In addition, the IsDB is currently partnering with the Ministry of Education in Malaysia, Council of Higher Education in Turkey, Moroccan Agency for International Cooperation (AMCI) in Morocco, National University of Uzbekistan, Tashkent University of Information Technologies which have been generous enough to provide places for IsDB students on free or subsidized fees.

An Alumni portal is being initiated to link the Alumnus beyond national boundaries to make a wider impact of their expertise for the benefit of the member countries and Muslim Communities in non-member countries around the globe. This is the vision of the IsDB to maintain unity among the Alumni, continue reaching-out to them and invite them to participate, among others, in an annual Call for Innovation through its recently launched “Engage Platform & Transform Fund”. The winning applicants will receive a financial support to translate their innovative ideas into development solutions and possible commercialization”.

          On January 7, 2020, the first semester exams for the university season 2019/2020 were launched

          at the level of the University of Kassadi Murbah and Ouargla at its various levels (Bachelor and Master),

          which witnessed a promising and successful start for all students and this is in tight organizational conditions

          in order to ensure the proper and perfect conduct of these exams, hoping to Achieve good results.

      The visit of the Minister of Health, Population and Hospital Reform accompanied by the civil and military state authorities

      and members of Parliament, came to find out the process of joining the training to obtain a specialized medical doctorate,

      which is being held at the Faculty of Medicine at the University Kasdi Merbah Ouargla for general practitioners working

      in the public health sector of the Greater South.

      He was received by Prof. Mohamed Taher Helilat, President of the University, Pedagogical and Administrative Staff, Dean of

      the Faculty of Medicine at the University, Prof. Abd El-Majeed Chehma and members of the National Committee to Supervise

      the Competition for the Composition of the Specialized Medical Doctorate, headed by the Chairman of the Committee Prof.

      Barbar Nassib, Dean of the Faculty of Medicine, َAboubakour University in Tlemcen, where The Minister of Health, Population

      and Hospital Reform had a meeting with the doctors who were nominated. See the content of this process items that are

      specially prepared to eliminate progressively the necessary needs in the medical specialties of the health sector on the

      Great South level, where Mr. minister said the open disciplines through this competition, which does not differ from the normal

      national competition for physicians resident normally hold them periodically, are as follows:

             1 / Specialization of gynecology 04 positions per state,

             2 / Pediatrics specialty 04 positions per state,

             3 / Internal medicine specialization 02 positions for each state,

             4 / Radiography 02 positions for each state,

             5 / General Surgery 02 positions for each state,

             6 / Orthopedics and Trauma 02 positions for each state,

             7 / Pediatric surgery 02 positions per state,

             8 / Medical anesthesia and resuscitation 04 positions for each state.

      Through this, each state involved in this process will benefit 22 specialized physicians, bringing the total number of

      open positions for this competition to 198 positions, provided by 450 general practitioners from the different states

      of nine (9) states: Tindouf, Adrar, Tamanrasset, Illizi, Ouargla, Biskra, El Oued, Bashar, Ghardaia, followed by a press

      conference in which the Minister answered questions and concerns of journalists about this process.

     The Minister and his accompanying delegation also had a field visit to the various facilities and laboratories of the Faculty

      of Medicine at the University of Kasidi Merbah and Ouargla, most notably the Laboratory of Immunology, where he

      listened to explanations about the laboratory's work in the field by the supervising professor as well as some students

      of the Faculty of Medicine.

      The Minister of Health, Population and Hospital Reform was also given a signal to start the competition by attending

      the opening of the competition in one of the halls of the examination center, wishing the occasion success for all.

     On Thursday 28/11/2019, University Kasdi Merbah Ouargla received a delegation from

      the Ministry of Health, Population and Hospital Reform headed by Mr. Ben Shreik Al-Haj,

      Director of Human Resources at the Ministry, where they were received by the President

      of the University Prof. Mohamed Taher Helilat and Dean of the Faculty of Medicine Burkla

      Professor Abdul Majeed This visit falls within the framework of the coordination work between

      the two sectors through the opening of a competition for resident doctors to embody the

      program underlined by the Presidency of the Government in the field of health for the states

      of the Great South and plateaus, which aims to strengthen the health sector with specialists

      doctors To meet the needs of these areas, the meeting started with an honorary session that

      included the Rector, the Director of Human Resources at the Ministry of Health and Population,

      Hospital Reform and the Director of Health of the governorate of Ouargla, during which the

      parties discussed the status of the health sector in the south and the programs under this sector

      to support it with specialized doctors through training specially open for this purpose.

      On the other hand, the Dean of the Faculty of Medicine at the University of Ouargla received

      Prof. Abdelmajid Chehma, deans of the faculties of medicine at the University of Bachar, Laghouat,

      Tlemcen, Oran, Setif and the dean of the deans of the medical faculties of the University of Algiers,

      where they represent the National Committee to supervise the competition A specialized medical

      doctorate degree to be conducted at the Faculty of Medicine of the University Kasdi Merbah Ouargla

      on Saturday 30/11/2019.

      The first day of the work of the representative of the Ministry of Health, Population and Hospital Reform

      and members of the National Committee to supervise this competition together with the Director of the

      University Kasdi Merbah Ouargla dedicated to visit the facilities of the competition at the Faculty of Medicine,

      which provided for this event all the material and human requirements and facilities necessary for the success

      of the process The Secretariat of the Competition was formed through specialized frameworks to prepare the

      stages of the competition until the results are announced.

      During this visit, we had a meeting with Mr. Bin Shreik Al-Haj, Director of Human Resources at the Ministry of

      Health, Population and Hospital Reform. According to the requirements of the states of the Great South and

      the High Plateau, which is considered an important specialization to support health in these areas, Mr. Ben Shrek Al-Haj

      expressed this process is very important and effective dimensions to gradually eliminate the compulsory civil service,

      which represents This process, which was opened specifically for these areas, is considered the best and best solution

      to eliminate the scarcity of specialized doctors at the level of the large south and plateaus. The states of the Greater South,

      represented by nine (9) states, namely: Tindouf, Adrar, Tamanrasset, Illizi, Ouargla, Biskra, El Oued, Bashar,

      Ghardaia. e Health authorities in these states for at least five (5) years and not exceeding the age of (40) forty years,

      and this process, according to Mr. Ben Shrek al-Hajj will be for the states of the hills in the future pending the issuance

      of the decree.

      The specializations open through this competition, which are no different from the regular national competition for

       regular resident doctors, are as follows:

          Gynecology specialty 04 positions per state,

          Pediatrics specialty 04 positions per state,

          Internal medicine specialization 02 positions per state,

          Radiography 02 positions per state,

          General Surgery 02 positions per state,

          Orthopedics and Trauma 02 positions per state,

          Pediatric surgery 02 positions per state,

          Medical anesthesia and resuscitation 04 positions per state.

          Through this, each state involved in this process will benefit from 22 specialized physician positions.

    According to Mr. Bin Shreik Al-Haj, Director of Human Resources at the Ministry of Health, Population and Hospital

    Reform, the winners of this competition will choose the specialties they want and the colleges they attend for this

    training immediately after the announcement of the results based on the order obtained during the competition,

    where the successful doctors will retain all the advantages they enjoyed While working as general practitioners in

    their respective health authorities, they are obliged to work in these areas by obliging them to perform their work

    after training for a period of not less than six (06) years in the public health sector. B compensate all the burdens

    upon himself through this configuration and deprived of the competition for a period of 05 years and deprived of

    stressed the importance of this process and work to make it successful with the concerted efforts of all parties concerned.

Coordination meeting with the new professors of the University Kasdi Merbah Ouargla

The administrative staff of the University Kasdi Merbah Ouargla met on 18 November 2019, headed by Professor Mohamed Taher

Helilat, the new professors who were added to our university for the fiscal year 2019-2020, where the rector began his speech after

asked the new professors to distinguish the personality of the university professor in a way indicating his status and social value, and

then touched on the importance of the meeting began by introducing the university to its various faculties the institutes, laboratories

andresearch units, which urged them to approach them and engage in them, then referred the word to the administrative officer of

the professors' department where she presented various stages of the professor path at the university where she focused on the

stage of training through new texts and laws in which the professor is evaluated on 4 assessment stages through 4 then,she

presented a presentation on the stages of graduation and promotion of the professor and concluded her speech by introducing the

rights and duties of the administrative professor and then addressed by the official of the quality assurance cell and the deputy

director of external relations, where they touched on the pedagogical accompaniment cell as well as tools and the president the

council of ethics the university profession had a speech on the violations and penalties that result from some abuses, stressing

the avoidance of scientific theft, and also provided new professors with a set of laws for the university as well as various websites

of the university and were defined as a practical base for exploitation in their career path.
