The Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, attended today, December 2, 2024, at the Constitutional Court, the ceremony of awarding the Best African Doctoral Thesis in Constitutional Law, organized by the General Secretariat of the Conference of African Constitutional Judicial Bodies, to Professor Kilali Zahra - University of Oran 2.
- This award indicates the quality of the higher education and scientific research system in Algeria, and its continental contributions.
- This important event was also an opportunity to sign a cooperation agreement between the Constitutional Court, represented by Professor Omar Belhadj, and the Ministry of Higher Education and Scientific Research, represented by Minister Kamel Baddari.

In a step that enhances academic and cultural cooperation between Algeria and Russia, the Director of the University of Kasdi Merbah Ouargla, Professor Mohamed Taher Halilat, received this morning, Sunday, December 1, 2024, a diplomatic delegation from the Russian Embassy headed by Messrs. Ivan Osipov, Ivan Sokolov and Vadim Karabakov, to consult on the possibility of launching a new space for teaching the Russian language and providing students with the opportunity to travel to Russia to complete their postgraduate studies.

Professor Mohammed Al-Taher Halilat welcomed the Russian delegation, stressing the importance of this partnership in developing students' capabilities and providing them with the language skills necessary to integrate into the international labor market. He also stressed the university's readiness to provide all necessary support for the success of this project. For his part, the Russian diplomatic delegation expressed its happiness with this cooperation, pointing out that the Russian language is witnessing an increasing demand worldwide, and that Russia opens the doors of its universities to receive foreign students wishing to study various specializations.

The University President was presented with some books in Russian as a start to this cooperation, which were presented by the Russian delegation as a symbol of appreciation and the close relations between the two countries, and will also be a valuable reference for Russian language students at the university. This visit is considered an affirmation of the strategic vision of the University of Ouargla aimed at enhancing cultural and academic exchange with various countries of the world, and providing new opportunities for Algerian students to learn about other cultures and gain new scientific experiences.

The Human Resources Directorate of the Ministry of Higher Education and Scientific Research informs all lecturers, Section “A”, of the opening of the fifty-first (51) session of the National University Committee.

In application of the provisions of Article 50 of Executive Decree No. 08-130 dated May 3, 2008, including the basic law of the research professor, as amended and supplemented, lecturers, Section “A”, who prove five years of actual service in this capacity may submit their candidacy.

All candidates are also informed that the scientific acceptance of the application files is subject to the minimum standards according to the candidate's field of training, after achieving one of the specified choices. As for the pedagogical and scientific works, they are evaluated according to the evaluation grid specified by the National University Committee and can be viewed on the website of the Ministry of Higher Education and Scientific Research:

Calendar for organizing the fifty-first (51) session of the National University Committee

 Today, Tuesday, November 26, 2024, the University of Kasdi Merbah hosted an international workshop on quinoa in Algeria in the visual lecture hall of the university directorate, organized by the Desert Resources Protection Research Laboratory at the Faculty of Natural and Life Sciences for the benefit of researchers, professors, students, producers, farmers and those interested in quinoa cultivation, with the participation of professors and experts from national and foreign universities. It witnessed a distinguished and significant presence of professors and students of the college. - The international workshop witnessed the activation of a group of interventions that focused on the cultivation of quinoa in Algeria and in the world. During this scientific event, its physical and chemical quality and areas of its food uses, including other products used in cosmetics, were analyzed and evaluated. The effectiveness of its use as an alternative feed was discussed, and the event addressed the impact of water deficit on production yield. - At the end of the first day, a summary of the research work at the University of Kasdi Merbah and the universities participating in the international workshop was presented, and suggestions and recommendations were presented to address the difficulties facing quinoa cultivation in Algeria, most notably the climatic conditions. - The activities of the international workshop will conclude tomorrow, Wednesday, November 27, 2024, and the delegation will conduct field visits to sites that have quinoa cultivation in the municipalities of Tamassin and Al-Maqarin.

On Tuesday morning, November 26, 2025, the Board of Directors of the University of Kasdi Merbah Ouargla held its first regular session, in the meeting hall of the University Directorate, headed by Professor Omar Farhati, representing the Minister of Higher Education and Scientific Research, and the Secretary-General of the University, in the presence of the University Director, Professor Mohamed Taher Halilat, as an honorary member, and the members of the Board of Directors of the University of Kasdi Merbah Ouargla, representatives of various ministerial sectors, a representative of the governor of the state, and the deans of faculties and directors of institutes at the university, representatives of employees, workers, professors and students. The agenda of the session included:

01- Annual report on pedagogical, scientific and administrative activities for the academic year 2023/2024
02- The suspended financial situation until 10/31/2024
03- Renting some university facilities
04- Miscellaneous

Today, Sunday, November 24, 2024, the University President, Professor Mohamed Taher Halilat, chaired a coordination meeting in the meeting hall of the University Directorate, attended by members of the local joint committee for university sports for the state of Ouargla, in preparation for Ouargla hosting the inter-regional handball championship. The meeting agenda included a set of points represented in:
- Preparing to host the regional handball championship in which the university cities of the states of El Oued, Biskra, Illizi, and Ouargla participate.
- Determining the date of the championship and the program of matches in parallel with the period specified by the Ministry extending from December 30 to 10.
- Forming the organizing committees and defining the tasks.
- Preparing for the winter games scheduled for December 25, 2024.
- Other miscellaneous matters were also discussed.

Today, Sunday, November 24, 2024, the University of Kasdi Merbah Ouargla hosted the closing of the activities of the Global Entrepreneurship Week in the Grand Conference Hall of the University Directorate, during the period from November 18 to 24. The closing day was attended by the Vice-Rector of the University in charge of Pedagogy and the Vice-Rector of the University in charge of Scientific Research on behalf of the University Director, Professor Mohamed Taher Halilat, the Director of the University Incubator, the Head of the University Entrepreneurship House, the Head of the Artificial Intelligence House, the Head of the Center for Technological Support and Innovation, economic partners, and student project owners. ♦️ The closing day witnessed the activation of a group of interventions, where the speakers praised the efforts made by the University of Kasdi Merbah, represented by the university facades, to make the Global Entrepreneurship Week a success. They also called for the need to continue working in implementation of the recommendations of the President of the Republic in supporting entrepreneurship projects and creative youth and contributing to supporting the wheel of economic development. The speakers appreciated the value of the projects completed by the students of the University of Kasdi Merbah, and the competencies available to the university.
