On Wednesday morning, October 23, 2024, the Faculty of Law and Political Science and the Laboratory of Political, Economic and Social Transformation in Algeria at the University of Kasdi Merbah, Ouargla, organized a national forum focusing on the impact of the economic and social transformations of the Algerian state on the style, management and performance of local communities in the lecture hall of Pole 02, in the presence of the university director, Professor Mohamed Taher Halilat, the university secretary general, the president of the Ouargla court, the public prosecutor, as well as a representative of the High Authority for Transparency, along with an elite group of local communities, the university family of university professors specializing in law and public administration, parliamentarians and representatives of civil society.

The forum focused on evaluating the performance of public policies by focusing on how to evaluate the effectiveness of policies implemented at the local level, especially in light of recent legislative changes such as local governance, the role of local councils and civil society in decision-making, implementing development projects, training and qualification, and the importance of building the capacities of local cadres to enhance their performance, as well as the impact of social and cultural factors on the management of local affairs, especially in border areas. In addition to exchanging experiences and knowledge between researchers, decision-makers and representatives of civil society. Analyzing the challenges facing local governance in Algeria and proposing solutions to improve the performance of local administration and enhance community participation. In a speech by the university director, Professor Mohamed Taher Halilat, he stressed that the University of Ouargla was and still is ready to accompany various plans and projects aimed at promoting local development, especially training offers and research frameworks prepared in partnership and cooperation with institutions and bodies active in this endeavor, similar to the cooperation agreement concluded between the University of Ouargla and the High Authority for Transparency, Prevention and Combating Corruption, which culminated in the adoption of a specialized training offer in the field of governance and combating corruption.

In implementation of the recommendations of the Directorate of Student Life at the Ministry of Higher Education and Scientific Research, and in continuation of the series of establishing university clubs, the founding assembly of a group of university clubs was held on Tuesday, October 22, 2024, at the Faculty of Economics, Business and Management Sciences. The founding assembly was attended by the head of the university's sub-directorate of activities, the secretary-general of the faculty, the head of the Department of Economics, the head of the Department of Economics, the head of the Faculty's Activities Service, and some supervising professors. It also witnessed a significant presence of faculty students.

- During this meeting, the organizational and legal frameworks set by the Directorate of Student Life for the establishment of university clubs were explained, as well as how to outline an annual program of activities that is consistent with the national events and competitions supervised by the Directorate of Student Life.

The Sub-Directorate of Scientific, Cultural and Sports Activities aims, through these meetings, to establish university clubs, create a space and a creative area for university students, and discover talents that can represent Kasdi Merbah University in regional and national competitions.

On the evening of Tuesday, October 22, 2024, the University Directorate Council met in the meeting hall, chaired by the University Director, Professor Mohamed Taher Halilat, in the presence of the University Secretary-General, the University Office Director, the University Vice-Directors, the Quality Assurance Cell Officer, the Systems and Networks Center Officer, the University Interface Officers, the Deans of the Faculties and the Directors of the Institutes.

Declaration

The Minister of Higher Education and Scientific Research, Mr. Kamal Baddari, met today, October 19, 2024, at the Ministry's headquarters, with his student friends from various faculties of medical sciences, in the presence of the directors of university institutions, deans of medical faculties, and the Chairman of the Education and Training Committee of the Supreme Council for Youth. The meeting lasted more than seven and a half hours "from 11:00 am to 18:33 pm", and resulted in the following:

1- Increasing the number of positions for the competition to join private medical studies to 4045 positions after it was 3045,

2- Setting the date of December 15, 2024, as the last date for submitting the international accreditation file,

3- Forming working groups that include representatives of students of faculties of medical sciences, executives of the Ministry of Higher Education and Scientific Research, in order to submit proposals regarding raising the grant and its financial value, and other concerns of the relevant bodies...

4- Freezing the application of Article 9 of Resolution 1144, which specifies the conditions for joining the training phase in medical studies Private, in anticipation of its amendment and with the involvement of student representatives,

5- Starting to count the cases of applicants for certification of certificates via a digital platform, with the formation of a working group to submit proposals on this subject,

6- The concerns submitted by representatives of students of medical science colleges at the local level were addressed, and the date of October 27 was set as the last deadline for the start of the work of the various working groups formed to address the concerns of students.

This evening, Thursday, October 10, 2024, at the Faculty of Applied Sciences, in Hall D, a special meeting was held to hold the General Assembly of 4 scientific, cultural and sports clubs. The General Assembly was attended by the Secretary-General of the Faculty, the Sub-Director of Activities, the Head of the Cultural Activities Department, the Head of the Sports Department, and the Head of the Department. This session was an opportunity to enrich the discussion on the philosophy of student activities for the 2024/2025 academic year.
